Foreign Ministry Spokesman Luong Thanh Nghi on April 24 made the following remarks in response to question from the media regarding Viet Namâ€™s reaction to Chinese official publication and release of a new map of the Peopleâ€™s Republic of China and â€œthe 12th Five-year Plan of National Oceanic developmentâ€, which incorporate contents that violate Viet Namâ€™s sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) Archipelagoes, sovereign rights and national jurisdiction in the East Sea:
Viet Nam affirms its indisputable sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) Archipelagoes, and in accordance with the 1982 United Nations Convention on the Law of the Sea the sovereign rights and national jurisdiction over its exclusive economic zone and continental shelf in the East Sea.
By circulating that map as well as announcing that plan, China seriously violates the sovereignty of Viet Nam over Hoang Sa and Truong Sa Archipelagoes and the sovereign rights and national jurisdiction of Viet Nam in the East Sea. It also infringes upon international law, the Agreement on the Basic Principles Guiding the Settlement of Maritime Issues between Viet Nam and China. These actions also go against the Declaration on the Conduct of Parties in the East Sea, cause tension and complicate the situation in the East Sea. The said map and plan are completely illegitimate.
