Permanent Representative of Vietnam to the United Nations on agenda item 88: Report of the IAEA

Mr. President,

First of all, I would like to thank Mr. Yukiya Amano, Director General of the International Atomic Energy Agency (IAEA) for his presentation of IAEA Annual Report for 2012 which details the achievements as well as the challenges the Agency will face over the coming years. The Report also manifests the IAEA’s indispensable role in developing and transferring nuclear technologies for peaceful purposes, contributing to the strengthening of the global nuclear safety framework and guarding against the proliferation of nuclear weapons.

In 2012, the IAEA’s activities were strengthened in both areas of nuclear technology and nuclear application. IAEA continued to play a important role in providing technical assistance to Member States in pursuit of peaceful uses of nuclear energy. So far, more than 125 Member States have been effectively utilizing the IAEA’s programs for analyzing and planning national energy systems. Through those programs, the Member States address national development priorities in fields where nuclear technologies offer advantages over alternative approaches. It is also widely held that the development and application of safe nuclear technology would be effective tools for the international community in the promotion of the achievement of the Millennium Development Goals and advancement of sustainable development in the post-2015 period.

Nuclear safety and security is yet another important pillar of the IAEA mandate. IAEA intensified efforts to further plans and guidelines in this area, including the implementation of the Action Plan on Nuclear Safety and the development of Nuclear Security Fundamentals which provide Member States with technical blueprint for their own national frameworks for nuclear safety and security. The Agency also followed up with the concretization of such guidelines, including through useful outreach activities in regional and national settings. As a unique international organization with niche expertise in all aspects of nuclear technologies, we are confident that IAEA will continue to play a leading role in shaping a safer nuclear future in the world.

 

Mr. President,

In fulfilling Viet Nam’s capacity as Chair of the Board of Governors of IAEA, I am pleased to introduce, under item 88 of the agenda of the General Assembly, the Draft Resolution entitled “Report of the International Atomic Energy Agency”, as contained in document A/68/L10, on behalf of more than 70 co-sponsors as listed in the draft resolution and my own country, Viet Nam.

The few updates to last year’s text are of technical nature, relating to the dates and list of the relevant resolutions and decisions adopted by the General Conference at its fifty-seventh regular session from 16 to 20 September 2013. The draft resolution welcomes the reappointment of Mr. Yukiya Amano as Director-General of the Agency until 30th November 2017, upon which I would like to warmly congratulate Mr. Yukiya Amano.

Similar to last year, the text notes with appreciation the Report of the International Atomic Energy Agency as contained in document A/68/324. It also takes note of the resolutions adopted by the General Conference of the Agency, reaffirms the strong support of the General Assembly for the indispensable role of the Agency in encouraging and assisting the development and practical application of atomic energy for peaceful uses, in technology transfer to developing countries and in nuclear safety, verification and security, as well as appeals to Member States to continue to support the activities of the Agency.

The above-mentioned elements/language of the draft resolution were arrived at by consensus after the consultations held in Vienna and New York on 9 and 18 October 2013 respectively. In this connection, I would like to express our sincere appreciation to Member States for their constructive engagement during the informal consultations. I hereby put this text to the General Assembly for consideration. I sincerely hope that, as in last year, the draft resolution will be adopted by consensus. It is also still open to further co-sponsorships.
